Mobile Hotspot Lending Program

The Library offers mobile hotspots to help community members stay connected.

Participants are selected based on demonstrated need. Anyone interested may apply again the following year.

To borrow a Solano County Library Hotspot, you must:

    • Be a Solano County Library cardholder in good standing without any prior “Lost” or “Claim Returned” hotspots on your account
    •  Complete the online Hotspot Use Agreement
    • Complete the online Hotspot Application
    • Complete and return a Letter of Support to a library staff
    • Users ages 14–17 must print and complete a Hotspot Use Agreement, Hotspot Application, and Letter of Support and have them signed by a parent/legal guardian. Return forms to library staff
    • If selected for the program, patrons must provide a valid photo ID and a library card. For users ages 14–17, a parent or legal guardian may provide the valid photo ID.

Who Can Complete a Letter of Support?
Any trusted Community Based Organization (CBO) that works directly with you and can confirm your need.

Examples:

  • Nonprofits or community organizations
  • Schools or education programs
  • Job centers or workforce programs
  • Social services or housing programs
  • Faith-based organizations
  • Health clinics or government agencies

Applications will only be considered once the Hotspot Application, User Agreement, and Letter of Support have all been submitted.

I agree to the following terms and conditions to borrow a Hotspot:

  1. I will visually inspect the hotspot upon checkout and will immediately notify library staff of any damages observed.
  2. Hotspots may be checked out for the length of the program. The program runs from May 1, 2026 to April 30, 2027, and all devices must be returned by the end date. Hotspots cannot be renewed.
  3. I understand that there are very few hotspots in the library system and that if I am unable to use the device, I will return it to the
    library. I also understand that if library staff notice that the device is not being used, they may contact me and ask me to return the
    device.
  4. If I plan to move out of the library’s service area, I will return the device before I move.
  5. I will not tamper with the device. I understand that any evidence of tampering with the device or removing the SIM card will result
    in the data being turned off and my possible expulsion from the program.
  6. Any damage to the device could result in me paying for the full replacement cost of the device, $375.00.
  7. I will always keep the hotspot in my immediate possession and will not leave it unattended. I will store it in a secure location when
    not in use.
  8. If I do not return the hotspot within the one year time frame, or if it is lost or stolen while in my possession, I must pay for the
    replacement cost, $375.00.
  9. I will not return the hotspot in a book drop or automated return system. Instead, I will bring the hotspot inside a library branch and
    hand it to Library staff member who will inspect the device.
  10. All Solano County Library policies, including the Behavior Policy, apply to this agreement.
  11. Violation of this agreement may include the suspension of my library privileges and expulsion from the hotspot lending program.
